we're really on the edge of what is a massive winter storm. there you can see where the winter weather advisories are out. i think they may be extended later on tonight, a little bit more to the north. but the main threat down through the carolinas, southern virginia. stafford, st. marys county, there could be winter storm warnings. there's the radar, get an idea of this dry air. boy is this cold and dry? and that in a way will be sort of buffering and keeping away some of the moisture. but eventually it will be getting here. so here's my odds, 70% chance, i think, of 1 to 3 inches of very, very light fluffy snow around the washington area tomorrow. no problems tonight. but into southern maryland and even fredericksburg, could be as much as 6 inches, maybe even a bit more. the major impact will be southern virginia, the carolinas, and down in the tide water areas too. for us, it will be a light snow that will not be causing any major problems. but once again, we're really on the edge and a shift a few miles north and south to make a big difference with this storm. i'll tell you all the details,

the time line, what the outlook is for sunday too when i join you. >> thank you, bob. today president obama sparred with republicans on their own turf. he accepted an invitation to speak at the gop retreat in baltimore. he also proposed a new jobs program. both moves are part of his promise to focus on the economy and on bipartisanship. there was some good news on the way about economic growth in the last quarter. steve handelsman is on capitol hill now with more on all this. hi, steve. >> thanks, good evening, if you like politics and so many of us in this town do. you had to love this. this face-off in baltimore between the president and top house republicans. it was frank, it was fascinating, had an air of urgency about it despiteoday's good news. >> reporter: president obama got the new number as he went to a baltimore factory. u.s. economimi growth last quarter jumped 5.7%. >> the stark improvement over the rapid and terrible decline that we were experiencing one year ago.

>> reporter: but unemployment still over 10%. the president proposed a $5,000 tax cut for businesses that take on new workers. >> it'll give them an incentive to hire more people. >> also in baltimore, house republicans held a retreat and invited the president. he was outnumbered, but outspoken about the 100% gop opposition so advertise plans. >> i still have to meet my responsibilities as president. >> they tangled on health care. >> i was disappointed. and i think a lot of americans were disappointed. >> well, what we should be doing is tossing old ideas out. >> when you say i ought to be willing to accept republican ideas on health care, let's be clear. i have. you'd think that this thing was some plot. no, i mean that's how you guys -- that's how you guys presented it.

some wild eyed plot to impose huge government. >> reporter: it looked combative, but republican leaders called it cooperative. >> the kind of discussion, frarng frankly, we need to have more of. >> reporter: what millions of concerned americans say. >> and with both their sets of public approval ratings at a low ebb in the economic crisis, president and house republicans apparently are listening. live from the hill, i'm steve handelsman, news 4. >> steve, thank you. another down day ended a disappointing month on wall street. the dow lost another 53 pointst today to close at 10,067. the nasdaq dropped 31 points, that's a loss of 1.5%. and the s&p is down 10 points spurring today's losses, skepticism that the economy can continue to grow at the rate it did at the very end of 2009 as well as low earnings by technology companies. today's losses for the dow closed out the month of january with 3.4% losses making it the worst month for the market since

last february. authorities in montgomery county have arrested a man. they say he tried to kill a police officer in revenge. they say he did it by setting the officer's home on fire. it broke out january 19th at the eagles nest condos in germantown. more on this, pat. >> it started as an alleged burglary. now charges of arson, now charges of attempted murder as a suspect goes after a cop. the january 19th fire at this germantown apartment has been ruled a case of arson. the target of montgomery county police officer who lived there. the arson suspect, 30-year-old raven michael masters, a man that officer arrested last year. fire chief ritchie bauers.

>> this is a serious, serious crime. >> reporter: april 14th, 2009, 4:00 in the morning, that cop sees a car coming from behind this medical building. it goes on to the pike and runs to lights. the cop stops the car and inside that car, he finds burglary tools and stolen stuff. raven michael masters, arrested on burglary charges. january 19th, 2010, the montgomery county courthouse, the raven michael masters burglary trial is set to start. but in the dark hours of the morning on that january 19th day, there's a fire at the arresting officer's apartment. the masters trial postponed. now some ten days later, fire investigators charge masters with arson.

>> how would you characterize what happened here. >> it's rare for us. cops do get threatened all the time. but for someone to attempt to light onire an entire apartment building, not only where a police officer lives but where other people live is very rare. >> reporter: suspect raven michael masters in police custody at this hour. he's being booked on those attempted murder charges. jim, back to you. >> pat collins, thank you, pat. there was some closure tonight in a street racing incident that killed eight people in prince georges county. a car plowed into a crowd watching the race on indian head highway back in february of 2008. today, one of the drivers involved, darren jamar bullock pleaded guilty to eight counts of vehicular manslaughter as part of that plea agreement. he'll be sentenced to 15 years in prison as part of the deal. a relative of one of the victims spoke out about today's developments. >> and it's been hard. it's been hard.

i have kept them in my prayers no matter what. they're young. and accidents happen every day. i'm sorry. accidents happen every day. you know, only thing, they just tell the truth. >> the second co-defendant charged in the case, his trial begins on monday. officials say toyota has come up with a fix for the 4 million vehicles being recalled because of a problem with gas pedals. accelerators can stick, which caused the vehicle to speed up. tracie potts has our report. >> new accelerators to replace those that may stick are reportedly headed to factories first, not to dealers. toyota will announce the fix next week and get them done in a month. >> they better make sure they have a fix before they tell people that they do. because if all of a sudden the next wave of headlines is oh, they screwed up, they didn't even get that right, it's going

be worse for them. >> drivers like gwendoline are frustrated. >> i've been talking to them continuous and it's like talking to a wall. >> not surprisingly lawsuits are lining up. >> their defense basically in most of these cases is pedal misapplication. someone hit the accelerator instead of the brake. >> there are warning signs. a sticking pedal that doesn't accelerate. if yours does, press the brake firmly, don't pump it, then shift to neutral. long-term, toyota may need to expand smart throttle technology. >> it removes the tough decisions that a driver has to make under extreme stress simply press the brake and retain control of the car. >> reporter: the recall of 4.2 million toyotas worldwide could cost dealers cars they can't sell $2.5 billion that month. toyota's promise to offset some of those losses. and now washington's asking questions. there are two congressional hearings scheduled, the first is next week. tracie potts, nbc news, washington.

a kansas city man who admitted he killed a doctor because the doctor performed abortions was convicted of first-degree murder today. leanne gregg has our report. >> we the jury find the defendant scott roeder guilty of the crime of first-degree murder. >> reporter: it took a kansas jury less than 40 minutes to determine premeditated first-degree murder. he admitted freely that he killed dr. george tiller, a prominent wichita doctor who

performed abortions. >> on may 31st, 2009, did you go to the church and shoot and kill george tiller? >> yes. >> roeder testified that he shot tiller in the head while the doctor was at his church last may. the reason, he said to protect unborn children. >> if someone did not stop him, they were going to continue to die. the babies were going to continue to die. >> reporter: the 51-year-old born again christian told the jury he had thought about killing the doctor for years, even considered cutting off his hands. he pleaded not guilty to first-degree murder. his attorneys tried to convince the court he was guilty only of voluntary manslaughter, allowed in kansas when actions are based on preventing a greater harm. but the judge ruled the jury could not consider the lesser offense. >> this defendant did not meet any of those tests. and because of that, he was not entitled to a voluntary manslaughter instruction. >> it was our only hope. >> a crushing blow to roeder's case and to his anti-abortion supporters.

>> the babies that died at tiller's hand, they deserved their day in court in this trial. and they didn't get it. >> reporter: tiller was one of only a handful of doctors in this country to perform late term abortions. roeder told the jury he doesn't regret what he did. >> i did what i thought was needed to be done to protect the children. i shot him. >> reporter: he now faces mandatory life in prison. prosecutors plan to ask that roeder get no chance of parole for at least 50 years. leanne gregg, news 4. >> scott roeder will be sentenced in march. he plans to appeal today's decision. it appears now that the terror trial khalid shaikh mohammed may not take place in new york. attorney general eric holder decided that mohammed and four other 9/11 suspects would have civilian trials in manhattan.

only a few blocks from the world trade center site. bloomberg initially supported the plan, but now he says it will cost $1 billion to provide security and downtown traffic and businesses would be affected. bloomberg and other new york officials are now asking the justice department to consider other venues. another audio tape has surfaced featuring the voice of a man who claims to be osama bin laden. in the tape the man calls for boycotts, not bombs. the voice blames the u.s. and other countries for global warming and says the only way to stop climate change is to stop the american economy. he calls for a boycott of american goods and the u.s. dollar. the authenticity of the tape, which aired has not been verified. this is the second tape reported to be from osama bin laden that has surfaced recently. last week featured a man endorsing the attempted bombing of a plane headed to detroit on christmas day. a commission in great

britain is holdinghat country's third inquiry into the invasion of iraq in 2003. former prime minister tony blair spent most of this day defending his decisi to support the war. outside the hearing, protesters outside suggesting that blair had blood on his hands. they called him that liar. inside, blair vigorously defended his decision to join in the u.s.-led invasion. he said the september 11th attacks changed what he called the calculus of risk. and he said britain and its allies cannot take the chance that saddam hussein was pursuing weapons of mass destruction. >> as i sometimes say to people, this is not that lie or conspiracy or deseeceit or deception, it's a decision. and the decision i had to take was given saddam's history, given his use of chemical weapons, given the over 1 million people, given ten years of breaking u.n. resolutions, could we take the risk?

>> 179 service members from the united kingdom were killed in the war. the british military withdrew from iraq last year. volunteers from the medical team are back home tonight after spending several days in haiti. the team traveled to an area of haiti not far from port-au-prince. they brought all kinds of services to the region, including six tons of medical supplies. today they talked about their experiences. >> i've heard this over and over again on the tv about how resilient the haitian people are. but you really see it in the children. they're out there playing, they're finding pieces of plastic to make a kite, to play. they use a stick to knock a can, to try and play that way. and it just is amazing. and the smile is just beautiful. and it just warms your heart. >> a lot of volunteers say they saw children who had lost their entire families who were grateful for the medical attention. there are still ways that you can help the recovery in

a chihuahua puppy has been credited with saving his owner's life. early yesterday morning, the owner of a dog named cocowoke him up by frantically barking. the guy's a truck driver. he was sleeping in his truck in hage hagerstown when it caught fire and fill with smoke. thanks to the warning, both the man and his dog were able to make it out alive. both of them are still in a hospital. cocoa's being treated for severe smoke inhalation, but expected to be okay. his medical bills will likely top $2,000. >> and worth every penny. >> rightly so. >> he's got his monitor and everything. he's resting up. >> he's looks pretty helpless there. >> se places coco might get lost in the snow. >> that's right. we're really on the edge and it will be, as i mentioned at 5:00, everything from no snow in some areas to 12 inches possibly some areas within our viewing area. outside now, we've got clouds,

we've got really dry air. our temperature 27 degrees. our snowfall for the january, only 1 inch, 5 inches below average. right now, i don't think we're going to be getting 5 inches here in washington. our current temperature here in washington and it's not the temperatures so much as the dew point, how dry this air is. so that moisture that's to our south, this dry arctic air will be eating that up. and that's the reason that we're going to be so close to that boundary between some really moderate to maybe even heavy fluffy snow for you folks way to the south to nothing to speak of across northern maryland. 26 degrees here. look at miami, 73 degrees. but it's this dry air that is continuing to push even on into north carolina. it is one of the features and one of the factors with this storm. there's the northern part of the jet, here's the circulation, the storm right now around central louisiana. that southern branch of the jet with that cold, arctic air to our north, will in a way force the storm and keep it from

really coming up the coast. so it'll be one of those southerly runners that will head off the north carolina coast. but with that track, and with all of that moisture to the south, you can see where that boundary is. those are the areas under winter storm warnings all the way now still from oklahoma on into especially north carolina. parts of north carolina, and even into south carolina, really serious ice storm, unfortunately, will be during the day tomorrow. there's the area of snow. moderate to heavy snows have been already into the mountains of north carolina. but you can get an idea. there's the cold, arctic air that continues to push to the south. sort of keeping that moisture away from us right in the immediate washington area. heavy thunderstorms rumbling through parts of mississippi, on into alabama right now. and there's that area of moisture. look at how far it stretches. out in oklahoma, the kids enjoyed some of the snow today. the drivers did not. some places of western oklahoma, 6 to 7 inches of snow. and that snow now is into

kentucky, mountains of west virginia, and the heaviest areas, i think, will be southern virginia on into north carolina. here's the future cast how things will be shaping up. overnight tonight, high pressure to our north, that cold air in on us. by tomorrow morning, that storm into alabama. and watch as it tracks off the coast of north carolina. so some of the moisture eventually gets in here, but then rapidly it moves off. and in back of that storm as it moves off, some strong southwesterly winds. so the cold air will be staying around us. time line, by tomorrow, 7:00 in the morning, some light snow moving in, folks in culpepper, on in toward the northern neck, then that light snow moves into charles county, st. marys county. by 11:00 to noon, because we've got that dry air in on us, it really has a hard time fighting to get up through montgomery county. but i think during the middle part of the afternoon, we will be seeing light snow in the washington area. could be moderate to even heavy for heavy snows for you folks.

extreme southern maryland, southern st. marys county. even around stafford too. around 7:00, 8:00, and 9:00, it begi to move off. and this will be one of those popcorn snows. really light and fluffy. 2 to 4 inches possible around the washington area. but far northern maryland, maybe nothing at all. on the other hand, far southern maryland. and around fredericksburg, 6 to perhaps as much as 12 inches of very, very light fluffy snow. so overnight tonight, cloudy skies heading out for your friday evening. no problem. tomorrow, early in the morning, i think it'll be just cloudy to light snow developing as we go through the day. could be moderate to heavy for a time. especial if you're driving down toward richmond. richmond could get 10 inches, the norfolk area, 12 inches of snow and sleet and freezing rain. on the other hand, driving north if you're heading up toward baltimore and philadelphia, hardly anything. and then as we get on into sunday and monday, temperatures will be into the -- into the 40s

we take a look now at some of the stories making headlines tonight. >> today, president obama reached out to house republicans. he accepted an invitation to

speak at the gop retreat in baltimore. he also announced a new package of tax cuts. those cuts are designed to encourage small businesses to hire workers. republicans gave the president a proposal. it's called better solutions. he promised to read it. montgomery county officials have arrested a man they believe set a police officer's house on fire in an act of revenge. 30-year-old raven masters is accused of setting fire to the eagles nest condominium last week. the officer who lived there had previously arrested masters on unrelated charges. toyota says it has a fix for the gas pedal problem. the pedals can stick and cause unwanted acceleration. the automaker says the repair is simple. details will be made available to customers next week. coming up in this half hour of our broadcast, the parents of a virginia tech student talked today about evidence collected at the farm where her body was found earlier this week.

we're hearing from montgomery county school officials about the punishment for students accused of hacking into a computer system and changing grades. a new study finds banning cell phones -- banning the use of cell phones while driving doe not necessarily result in fewer crashes. this evening, road crews across virginia are getting ready for the snow we're expecting this weekend. as bob noted a few minutes ago. areas to our south may actually get the most snow. vdot is making sure to treat roads in places like stafford counties ahead of time. >> reporter: this dirty mound of ice is all that's left of what was once a mountainous pile of plowed snow in fredericksrg. by tomorrow, it will be covered by a fresh blanket of white. vdot are restocked and the trucks are ready to tackle whatever the next snowfall leaves behind. in the counties around fredericksburg, like stafford

and king george, they could get up to 6 inches tomorrow. this vdot depot will have 150 pieces of equipment on the road by morning. they've already pre-treated the interstate and major roads with salt brines. >> we will make sure we don't get caught off track. we want to be sure that we're prepared for that. >> in fredericksburg city, the december storm took a toll, wiping out the salt supply and causie ining some truck breakdn. but here too, they're once again ready to roll. they are hoping the snowfall is on the low side of estimates. this winter has busted the budget. they spent twice as much as planned. >> if from nothing else but a cost standpoint, we hope we don't have to at $80 a ton, the salt is quite an expense. and since we're already over budget, we're hoping it's not too dramatic. >> at earl's true value hardware, no one's complaining

about more snow, it's been good for business, they've completely restocked since the december storm. >> we got pretty well wiped out in december. we were selling our lawn and garden shovels and green scoops before the end of it. >> this family came in to get a new shovel, last month's heavy snow claimed their last one. >> i've got 100-foot driveway in the shade and it has to be shovelled. >> and another snow means another chance to sled. something that's been rare in recent years. this little girl says it won't take much to make her happy. >> how much snow do you hope you get tomorrow? >> at least another inch. >> virginia's new governor is taking his first snowsto seriously. bob mcdonnell canceled a major appearance he was going to make in baltimore at the house gop retreat. he's going to stay put in richmond and monitor the snow removal process. news 4, woodbridge, virginia. the parents of a young woman who was murdered. a virginia tech student, those parents say the discovery of her remains has led to a number of

credible tips for investigators. and some new evidence. they hope it will lead to answers about her disappearance and death. the body of 20-year-old morgan harrington was found tuesday on a remote farm south of charlottesville. harrington had been the focus o an intense search since she became separated from her friends while attending a rock concert at the university of virginia back in october. her parents were on the "today" show this morning. they say they believe that dangerous attacker is on the streets. >> i've said all along that someone local did this and that typically in that situation like this the body is usually found within five to six miles of where the person is taken. and someone has to be comfortable with knowing the area. >> i'm concerned and determined that he be caught for safety reasons. >> the coroner has not yet determined the exact cause of

harrington's death. the man suspected of raping a student at montgomery college worked at a school as a tutor and teaching assistant last year. on tuesday, a female student reported being attacked and sexually assaulted in the bathroom of the performing arts center. police arrested nathaniel hart later that night. according to officials earlier this month, security guards found hart in another women's bathroom and escorted him off campus. officials say he has not worked or attended classes at the school since spring of 2009. there are some new details tonight in the grade-changing investigation at a montgomery county high school. the grade system at winston churchill high school in potomac was hacked by some students. news 4 has learned that one of the students allegedly involved withdrew from school today. sources also say that up to 30 students ' grades may have been changed. school officials say the

original grades can be restored. >> our system does allow us to go back and to find out if a grade was changed, who changed it, when it was changed, and what the grade may have been changed from and what it was changed to. so the system that we have does allow us to go back and get that information, which, of course, is going to help us a lot. >> school officials believe students captured teacher i.d.s and passwords using a usb card to access the grading system. remember that meteorite that crashed into that doctor's office in lorton last week? well, it's stirring up new trouble as it sits being studied. there's a dispute now over who actually owns the hunk of rock from outer space. tom sherwood reports. >> the meteorite is estimated to be 4.5 billion years old. it created a sensation last week when it crashed through the roof of this ctor's office building in lorton.

now it's creating a potential legal battle over exactly who owns it. smithsonian officials who are examining the rock, but aren't involved in the dispute told nbc 4 last week that there's a general legal rule about meteorites. >> the law is basically that the owner of the meteorite is whoever owns the property that it falls on. so they have given it to us. first of all, brought it and says is this a meteorite? and we said right away, yes, it is. >> dr. mark galani who was sitting in his office when it crashed through the roof claims the meteorite belongs to him and his partner because they've leased the house for 31 years and have paid for all of the buildout where it fell. >> it fell into our space, we're the tenant, we built out that space. i'll leave it up to the attorneys he told nbc 4 on friday. one of the family members who owns the lorton building politely disagrees with the doctors. saying the smithsonian sent a

letter to him acknowledging receipt of the meteorite. >> we have no dispute. we've been sitting on the sidelines and watching this all play out. again, we intend to loan it to higher education institutions such as the smithsonian and we've contacted the boston museum of science so it can go on loan over there as well as the phillips academy. >> both groups who could get big tax deductions say they're interested in donating the unusual fine. and don't want this dispute to disrupt their 31-year history of business between them. but for now, it appears it has. tom sherwood, news 4. >> the smithsonian planetary scientists retain possession of the meteorite. a spokesman told the washington post it would remain there until the ownershipssue can be settled. coming up tonight, a new study shows that banning drivers from talking on cell phones does not necessarily translate to fewer crashes.

service has extended -- expanded that winter weather advisory a bit farther north. and as i was thinking that is because there is a threat. here's my estimate for the snowfall, 2 to 4 inches in the metropolitan area, which meets that advisory. so spots like waldorf and especially toward fredericksburg, and even there, it'll be a fluffy snow. down into the southern tip of st. marys county could be seeing 6 to 12 inches of snow. there you can see that band of snow. the air is so dry in over us it's going to take quite a while before this really runs into that cold air and then that moisture reaches the ground. here's for city list. spots up around baltimore north. really not much of anything around washington. this is what we showed you earlier. around 3 inches, i think is reasonable for a light fluffy snow. that farther south you go and the more it really mounds up, up to 6 inches around fredericksburg and 10 inches or more down toward the tide water area. it'll all be out of here by

tomorrow evening. but temperatures tomorrow only in the low 20s. so any snow that falls will be very light, fluffy. temperatures on sunday also only in the 30s. so any snow that falls will stick around even on into monday where temperatures will be near 40 degrees. again, now the metropolitan area under a winter weather advisory, you folks southern maryland, down towards fredericksburg, a winter storm warning now. back to you. >> thank you, bob. a new discovery may provide answers about what happened to the mayan empire. archaeologists in southern mexico found an 1,100-year-old tomb in the ruins of an old mayan city. the remains are believed to be a woman or high-ranking adolescent. the archaeologist announced yesterday that the tomb could help determine who was responsible for the collapse of the civilization. the mayan empire lasted from 2,000 b.c. to 1,046 a.d. the mayans developed a calendar, city states, and advanced political organizations. many theorys have come forward

a new study is showing that banning drivers from talking on cell phones doesn't necessarily translate to fewer accidents. the study was done by the highway loss data institute. it examined crash data from jurisdictions with handheld cell phone bans. including d.c., they found those jurisdictions with the cell phone bans do not have fewer crashes than localities without the ban. where's that snow, bob? >> that snow is out in north carolina. it'll be here tomorrow, though, jim and doreen. and that winter weather advisory has been extended, including the metropolitan area, but not montgomery county n. moving into the washington area, you folks across northern maryland will be right on the fringe. there's that moderate to heavy snow. only a few miles down i-95.

i think it's going to be a very, very close call and certainly things could be changing a bit as we head toward 11:00. right now i'm thinking 2 to 4 inches in the washington metropolitan area, but more not too far to the south, charles county, stafford, even southern parts of faulkner county. especially on towards fredericksburg, up to 6 inches. here's the city list. baltimore, probably a dusting, about 3 to 4 inches right around washington. and then it rapidly increases as you -- for you folks to the south. perhaps as much as 6 to 8 inches. even the very southern tip of st. marys county where it'll be a snowstorm down there. for us on sunday, with the sunshine back, it'll still be cold. near 32. a lot of information coming in, update everything at 11:00. i'll see you then. that's it for now.
